youth
powersports
industry
has
all
but
been
shut
down.
This
affects
not
only
dealers,
but
also
consumers,
racers,
riders,
and
children
all
across
the
U.S.
New
and
used
units
as
well
as
parts
availability
for
every
used
unit
in
the
nation
has
been
called
under
question.
This
issue
is
far
reaching
not
only
financially
but
also
concerning
safety.
With
the
suspension
of
proper
sized
ATV's
and
motorcycles,
young
riders
will
be
tempted
to
use
improperly
sized
and
built
machines
which
could
lead
to
severe
injuries
or
death.
There
is
a
waiver
now
setting
before
the
Consumer
Product
Safety
Commission
in
Washington
DC,
but
has
not
been
acted
upon
as
of
yet.
We
need
every
available
rider,
Mother,
Father,
Grandmother,
Grandfather,
Aunt,
Uncle
and
any
relative,
friend
neighbor,
business
or
personal
contact
or
any
person
who
is
a
legal
U.S.
citizen
to
get
involved.

Explanation:
The
Consumer
Products
Safety
Improvement
Act
of
2008,
or
CPSIA,
limits
the
amount
of
lead
that
can
be
in
products
that
are
intended
for
children
age
12
or
younger.
While
the
CPSIA
has
good
intentions,
it
puts
limitations
on
ALL
products
that
are
used
by
children.
The
new
law
restricts
the
sale
of
any
product
that
has
more
than
.6%
of
lead.
While
this
is
an
important
law
for
items
such
as
cribs,
baby
toys,
childrens
games,
etc,
it
also
includes
products
such
as
youth
bicycles,
ATVs,
and
dirt
bikes.
Because
there
are
many
components
that
have,
or
potentially
have,
lead
contained
in
them,
including
the
engines,
batteries,
brakes,
and
other
internal
manufactured
items,
the
law
has
forced
a
stop
to
the
sale
of
these
youth
sized
vehicles,
new
and
used,
along
with
all
parts
that
coincide
with
these
vehicles.
By
February
10,
2009,
products
designed
or
intended
primarily
for
children
12
and
younger
may
not
contain
more
than
600
ppm
of
lead.
Children’s
products
that
contain
more
lead
than
600
ppm
are
banned
in
the
U.S.
after
February
10,
2009,
and
the
sale
of
those
products
can
result
in
significant
civil
and
criminal
liability.
The
statute
provides
that
paint,
coatings
or
electroplating
may
not
be
considered
a
barrier
that
would
make
the
lead
content
of
a
product
inaccessible
to
a
child.
After
1
year
from
enactment,
or
August
14,
2009,
products
designed
or
intended
primarily
for
children
12
and
younger
cannot
contain
more
than
300
ppm
of
lead.
The
limit
goes
down
to
100
ppm
after
three
years,
or
August
14,
2011,
unless
the
Commission
determines
that
it
is
not
technologically
feasible
to
have
this
lower
limit.
