A
recently
obtained
internal
document
from
the
U.S.
Department
of
the
Interior
(DOI)
shows
the
Obama
Administration
is
considering
a
recommendation
to
designate
over
13
million
acres
of
public
and
private
lands
in
11
western
states
as
National
Monument
areas
without
any
public
debate.
The
western
states
are
Alaska,
Arizona,
California,
Colorado,
Montana,
Nevada,
New
Mexico,
Oregon,
Utah,
Washington
and
Wyoming.
This
unilateral
action
by
the
Administration
could
potentially
prohibit
off-highway
riding
in
the
affected
areas.
The
American
Motorcyclist
Association
(AMA)
sent
a
letter
in
response
to
this
internal
document
to
DOI's
Secretary
Ken
Salazar,
dated
February
18,
opposing
the
recommendation
to
designate
areas
as
National
Monuments
without
any
public
input.
In
the
letter,
the
AMA
strongly
recommended
to
the
Secretary
to
"reconsider
this
approach
and
urge
you
to
reach
out
to
potential
affected
user
groups,
local
and
state
elected
officials
and
Congress
for
input
before
the
disposition
of
any
proclamations
pursuant
to
the
Antiquities
Act
of
1906
(Act)."

standards

regulations |

A
UTV
association
backed
by
four
manufacturers
is
encouraging
people
to
submit
comments
by
March
15
in
response
to
the
CPSC’s
proposed
mandatory
standards
for
UTVs
|
capable
of
reaching
speeds
in
excess
of
30
mph
(vehicles
the
commission
refers
to
as
ROVs).
The
Recreational
Off-Highway
Vehicle
Association
(ROHVA)
previously
disagreed
with
the
CPSC’s
October
2009
vote
to
issue
an
Advanced
Notice
of
Proposed
Rulemaking
(ANPR)
for
mandatory
ROV
standards.
The
association
called
the
action
premature
because
an
American
National
Standards
Institute
(ANSI)
process
to
develop
ROV
standards
had
been
underway.
The
ANSI
process
has
now
been
completed,
and
the
proposed
standard
is
under
final
review.
Components
of
the
standard
include
protective
gear
requirements,
a
certified
roll-over
protective
structure,
a
minimum
of
three-point
seatbelts
for
each
seating
position,
and
multiple
lateral
stability
criteria.

has
created

explaining
its
position
and
linking
to
important
documents.
The

also
contains
a

and
other
resources
to
facilitate
stakeholders’
submission
of
comments
on
the
CPSC’s

Street |
| A
couple
of
big
moves
for
shoei
helmets
this
year! |
|
This
is
a
big
year
for
Shoei.
It
has
both
a
new
flagship
sport-touring
helmet,
the
RF-1100,
and
a
new
flagship
racing
helmet,
the
X-Twelve.
The
helmets,
which
you
can
see
this
weekend
at
the
Helmet
House
booth
(3305),
replace
the
RF-1000
and
X-Eleven
introduced
in
2003.
|
The
models
are
certified
under
the
new
Snell
M2010
standard,
and
they’re
the
first
to
feature
Shoei’s
self-adjusting
base
plate
system
whose
spring-loaded
mechanism
guarantees
a
proper
seal
around
the
shield.
The
helmets
also
have
a
preset
lever
for
locking
the
shield
down
and
cracking
it
open.
The
new
CW-1
shield
of
both
models
is
wider
and
taller
than
its
predecessor,
and
comes
in
several
tints.
According
to
Shoei,
it
allows
for
distortion-free
vision
and
protects
from
99
percent
of
the
sun’s
UVA
and
UVB
rays.
The
shield
can
work
in
conjunction
with
Shoei’s
optional
Pinlock
system,
the
lens
of
which
offers
fog-free
viewing
to
the
top
of
the
helmets’
eye
ports
(which
are
larger
than
those
of
the
previous
models).
Another
option
is
the
CFW-1
shield
with
a
flat
surface
for
racing
tearoffs.
Shoei
uses
five
shell
sizes
to
make
the
range
of
sizes
for
both
helmets.
As
far
as
pricing
goes,
RF-1100
retails
for
between
$399.99
to
$499.99
(depending
on
the
color/graphic
chosen);
likewise,
the
X-Twelve
retails
for
between
$649.99
to
$769.99.
All
Shoei
helmets
are
made
at
its
factories
in
Japan,
and
are
backed
by
a
five-year
limited
warranty.
